An official at the Consulate of Russia in New York indicated in a telephone interview on 27 May 1993 that the republic of residence determines whether or not a person must present a propiska upon application for Russian citizenship. According to this source, in certain former Soviet republics such as the Baltics [Estonia, Latvia, Lithuania] the propiska is no longer used, and therefore it would not be mandatory for a person residing in one of these republics to present one with an application for Russian citizenship. If, however, the person is resident in a republic which does use the propiska system, presentation of the propiska is necessary to the application for citizenship.
